US emissions outlook after policy changes

Rhodium Group’s Taking Stock 2025 projected a 26–35% reduction in US emissions by 2035 from 2005 levels, compared with 38–56% in its previous outlook.

The scenarios incorporate policies through July 15, 2025, assumed EPA rollbacks and changed economic and energy assumptions.

The difference cannot all be assigned to one policy, and the range is not a probability interval.
